There is no point for them to talk about this. Japan players are happy with the simple healer rotation and they don't care if the hardest content can be done without healers, they see it as a challenge. JP and NA/EU have diferent thoughts about this and in this case JP won :/

I don't think it helps anyone to shift the blame onto the entire JP playerbase, some of them clearly do not like current healer design either.

There's also the case of Kaiten where the majority of EN and JP were united in wanting it back and SE told the collective playerbase to go pound sand.

They very likely only look at internal metrics and decide whether or not it's worth the time and money to address the problems.
