Yes it is a tool, and it is always the person who misuse the tool. That's why we have restriction, we have gun control, we have knife control (I am from oriental Asia). If people are so desperate for it, then limit it savage/ultimate and no further.
Punish everyone for the crimes/miss use committed by others? Sounds about right.
