No, you cannot quad weave, the enforced animation lock absolutely won't allow it, even triple weaving isn't possible without a clip.

You can triple weave inside a swifted Slipstream as a Summoner and its 3.5s recast, but I don't think quad is possible even with that. Why you'd ever need to do that is another matter entirely.

The skills have potencies listed and you can excel the optimal rotation from that.

Also mechanics give damage downs, so not doing the mechanic is probably more of a dps loss than a dropped gcd to do the mechanic.

In some fights it is as high as 50% and at that point it's equivalent to death. I feel like I heard 30% for the current tier, but don't quote me on that.
