It would only be a great addition for PVP oriented players who specifically want Open World PVP. A lotta resources for just that little smattering of people, and since there's a snowball's chance in Abrahamic Hell that they'd add it to every server, it'd have to have its own dedicated server. The request is too steep of a price for too little pay off. Reworks to and new additions for the FFXIV style of PVP that we have are just fine, but something like open world is entirely unfeasible. Say they did add it. What do you think happens? It likely will be a poor imitation compared to what the people who wanted it expected. This then drags on the reputation of the game. Then comes the improve Open World PVP threads. Then the expand Open World PVP threads. Then the disappointment when both of those take years to even get a tiny bit of dev time. It's like asking to be disappointed for the next decade.

I can't honestly speak to the success or failure of Farmville yet, but it's going to be implemented for everyone. If you don't want in on it, that's on you, but it only provides advantage and reward while also addressing a long time issue with the gardening in the game.
