I'm guessing it might be the original idea actually. What we have right now is this:


-hold red scrips off untill 3.05
-implement red scrips in a really broken untweaked state
-make a small adjustment to red scrips turn in amount after a long period of complaints
-make a small change to favors so people feel they are ''bareable''
-add specialist lockouts so people are also locked to the classes they can take
:
--> people will now feel that red scrips are now ''doable'' and ''makes sense, with the specialist system, and the month+ of materials we now have stocked'' and that SE really helped us out, completely forgetting that the whole red scrip system is BS to begin with.


To me, it sounds like they are implementing this according to some design similar to this.
I mean if red scrips was implemented from the start I probably wouldnt have gotten HW. Just like when I left in 1.0 due to RL, I did not bother to get back to the game after reading the 1.2 changes to crafting. At this point it feels like that one was the better decision..
