So you want tanks to be simple damage sponges with no way to survive outside of having a healer around at all times, who will still complain due to still only having a dot and one direct damage spell?

I don't really see a way forward with a design like that, to be honest. Casual content (IE Pretty much everything outside of Savage/Extremes) will likely never be designed where the healer role is much more difficult than it is now.

IMO, the real fix is to nerf outgoing healing across the board, including healers themselves so that they have to cast more healing, more often, instead of one heal and then spam dps. But thats just me.
