Yes, it would be. If the Party Finder or the pre-duty talk states that you need this specific spell, either you comply before going to the duty, or you join another party. Basically, if shifts the etiquette before the duty instead of creating potential conflict inside. Likewise, if a leader asks for a real high ilvl, you shouldn't try to sneak your way in just to meet the requirement.
Would you find it acceptable if the duty finder itself stated that you need certain spells before you could use matchmaking? What about if there were achievements for learning all spells in a level range (assuming they have level requirements to learn) then you're able to use matchmaking for that level range? What if they brought over the idea of level break quests from XI that required knowing certain spells before you could pick up the quest? Like you had to do a quest to level beyond 25 and the quest giver could tell you something like "hmm, you still need to study leafkin in the northshroud, the insects in central thanalan, and the crustaceans in lower la noscea". Would you find any of these acceptable?
