There's nothing wrong with the lilies. Use the skills with the lower recast when they are ready to fire if you need it.
Players asking for the Lilies to have anything to do with DPS, or the Oath gauge for DPS are completely missing the point of their job. The gauges they added to all the jobs in SB are to help play the job's role, not deliver bigger booms. The job works exactly the same regardless if the gauge is there or not. To emphasize this, take a look at Bard. What does the gauge actually do? Nothing. It's there to basically tell you when you should be singing something, and alternating between the DoT and the main offensive skills. With the WHM, the lilies and confession stacks only generate when you aren't overhealing. If you don't always have three lilies, you are playing the job wrong. With PLD, the Shield Oath increases when you block an attack. When in sword oath, it increases when an auto-attack lands. Basically when you do your job correctly the gauges increase. That's the point. Thus the reward for doing the job correctly is having other related skills be usable more frequently. Don't ever expect this to change. It is not a limit break gauge.
Here's what I'd change/fix:
- Healers, remove protect from role actions, leave it on WHM. Remove Esuna from role actions and give SCH and AST back their own versions at level 16. If Role actions needs a 9th and 10th option, let's just admit that the role actions were a bad idea and take Addle and Drain from the Caster DPS. I never see casters use these. Everyone takes Swiftcast, and Lucid Dreaming. SCH and AST get their own flavor of persistent protect (eg reflect half mitigated damage, absorb half mitigated damage as hp) to stack and not overwrite.
- Default AST to Diurnal sect instead of no sect upon duty commence, if a second AST is in the party, default the second AST to Nocturnal.
- Default MNK to fists of fire if available, otherwise firsts of earth upon duty start.
- Auto-summon recommended pets if none summoned (eg EOS, Ifirit, Bishop), also auto re-summon them if respawning from the start of the dungeon.
- Default all Tanks into tank stance mode so tanks don't forget to select it. For off-tanks, they can then switch to the DPS stance once the duty commences. Ideally, have a "roll for main tank/off tank" for full party and alliance parties that comes up before the duty commences, duty starts once a main tank has been selected. Place a star icon on the main tank's tank stance icon, and on their role icon in the alliance to indicate who is the main tank.
