    It is both. It is a loophole, but it becomes an exploit as soon as it is used to avoid the intended game mechanics.
    You can't report people for not wanting to watch the cutscenes, true. You can report people for using an exploit to skip the mandatory cutscenes.

    More correctly: You can report people for anything and everything.

    Whether GMs will take action instead of groaning and throwing the report in the bin is a different story. You'll only find that out by trying.
