The difference is, being open to using all your abilities when they're the most useful choice in a particular situation simply is the vastly superior and thus the correct way of playing the healer jobs (and, in fact, every single job in this game!), and there's no reasonable argument whatsoever for straight out refusing to use a part of your tool kit (it always comes down to either a significant lack of skill or "personal preference" - aka probably the previous one disguised as a "playstyle choice"). (And, as it probably has to be noted once again: straight out refusing to do something out of principle is a different thing from not being able to do something in a particular situation because of actual reasons such as lack of experience or MP or having a really bad party.)

No job gets to choose which one of their abilities they're using and which they aren't. All jobs are expected to use what is the most useful in each particular situation. Healers aren't an exception to this, and there is no reasonable argument for why they should be.
