Is there any logical reason as why SAM has higher DPS than BLM?
BLM offers 0 utility, SAM offers Slashing debuff.

If we go by that logic, why not. Though keep in mind that it offers no utility compared to other casters while samurai bring none compared to other melee (unless you magically do not have a warrior or ninja in the comp)

But since Blm get punished the most with movement, it should in theory imo have the highest dps when NOT moving. That is not the case though.
Than again Blm rotation is so easy, so they can't make it the highest dps, or every one would play it. But wait, that's kind of happening to Rdm and Sam.
Getting a feeling, SE wants more players on the new jobs, more than at HW release. Where SE failed to make Ast, Drk and Mch good enough at release.
And Blm, Drg, Sch snd War were kind of over used? So till SE feels the players have shifted enough, then they will give those classes more love again. Like at 3.0, Drg needed more love coming from 2.x.

PLD/DRK and any composition of DPS that doesn't have a NIN and has a SAM. It's not really difficult.
Blm may have an easy rotation on paper, but anyone who says Blm is easy to play has clearly never played a Blm in endgame content.
Blm has the hardest to maintain, most punished by movement or mechanics rotation of all classes.
It always was and is still a class easy to learn, but one of the hardest to master.
You make a good point. The way that SAM has 0 utility really makes me not want to bring any to my parities. It doesn't offer much of anything at all...and I've played with RDM that easily out DPS them...
