If you are predicting that the release will come AFTER Stormblood, you are definitely NOT planning on bundling it free WITH Stormblood.
Because I see that as PR speak. I cannot see them delaying the jump potion another year or two when they already have this amount of details worked out. Games make the bulk of their sales during the first week or two of release. It makes no sense for them to implement this after the hype for Stormblood has died off. If they maintain their current philosophy of gating content, it will severely deter interest. Many new players aren't going to be thrilled with the prospect of having to complete both A Realm Reborn and Heavensward plus all their patches just to access the latest expansion. Content gating is already among the top complaints levied at FFXIV. It just doesn't make sense to put this off if they do intend to actually go through with it.

Then they have essentially replaced one obstacle with another. The jump potion completely loses its purpose if they make it cash shop exclusive. People aren't going to be inclined to pay an additional $40 on top of what it'll cost to purchase everything else. I mean, some will, but not enough to make it a solution. To me, not bundling the jump potion with Stormblood just shows they really have no idea how to address the problem.
