That's kind of always been the problem with this game's content. Too much stuff has similar rewards and if stuff it too difficult or takes too long, people tend to just settle for whatever is lower until the next patch when there is something higher or the present stuff gets easier to acquire.
This is where a very simple itemization scheme runs into trouble when trying to implement multiple paths to the same ilvl. You can only vary the same couple secondary stats but so much.
