Because the person who came up with this particular statement of the formula (me) decided that this way involves the fewest mysteries.
At levels 1-50, the 858 term matches your base crit/speed/accuracy/parry value (at level 50, it is actually 341). At levels 51-60, the displayed base value is (AFAICT) only relevant for food buffs; the actual values are not directly discernible from playing the game normally.

I know for a fact that skill speed has the same scale factor but it's proven more difficult to get a formula this clean out of it. Point by point testing is not my bag, baby!
