    Even if I accept that the RNG was absolutely critical for this aspect of the game (which I'm not), why couldn't this have taken place in higher level zones, so I could actually feel like I got something out of it? Right now, only 1 fate will actually give me anything per zone, and that's the one where the atma drops. All others were rewardless wastes of time. But if we were in, say, Northern Thanalan, I could actually feel like I'm accomplishing something.

    Because the bottom line is that this is probably SE's attempt to "fool" lower level players into thinking that there is activity in the low level areas. Otherwise they'd be ghost-towns
