new option: vote wipe

Might be convoluted, but we could say that the vote is only an option if everyone but the tank is dead (in a Light Party), if both healers and at least 3 DPS are dead (in a Full Party), or if at least half the DPS and all people with a Raise are dead (in an Alliance).

So instead of asking the design team to make fights harder so a tank cannot survive for long without the rest of their party you'd rather ask for the option to force him to commit suicide from the ground? No way you slice its terrible. If you don't want the tank living, make fights a tank can't live without help.
