I suspect that when housing was initially implemented, population was not a problem. SE probably thought that like with XI, XIV would be niche to the Asia and SEA regions.
So, housing was engineered via code to be wards that could simply be added and subtracted.

I suspect the only reason they didn't make apartments with a patio for gardening and the same size as a small house is because then people with small houses would feel cheated.

Having a house is not an achievement. A small house costs 3.75M which these days is nothing to majority of players.
It's not an achievement to be RNG picked for a house.
It's not an achievement to click for 10 hours straight on a placard (which I did, and in the end I felt nothing but emptiness and sadness for the others who were clicking with me)

I just want to point out that it can take years, if not several years, to recover from natural disasters.
Things like Hurricane Katrina took the city years to rebuild and its residents even longer.
What is taking place is not a natural disaster.
And FFXIV only stops demolition for several months at most.
