I suspect that when housing was initially implemented, population was not a problem.

You can check the housing section of the forums, there's a post still at the top by Yoshi P from 2014 about there being a shortage of plots and they were looking for a solution at that time.
That was 8 years ago and despite some bandaid fixes, there hasn't been much to really change the situation.
