    No... It's 5000 per server normally, they upped it to 6500 per server. The 17000 is the number of people that the LOGIN server for a single data center can support attempting to LOG IN to the game at one time. The total number of players for the NA data centers is 40000 per data center normally and currently it's been upped to 52000. (8 servers in each NA data center.)

    The crazy thing is this: If you manage to get logged in, everything is great. The servers have been incredibly stable. This is a FAR cry from how they were on stormblood launch. The only issue is the queue system. Its inability to save a spot in line throughout 2k+ queues is causing the grief. It's understandable to sit in a queue for an hour or 2 waiting when 17000 people are trying to log in at once. It's understandable to occasionally disconnect during that process. It's not understandable that they haven't implemented a real fix for the problem of losing your place after a few hours of waiting due to the various reasons. They can implement a semi-permanent token system created upon a login attempt that will save a player's place in queue until a successful login even has occurred.

    The first was shortly after ARR launched. I believe it was originally only somewhere around 4500 per world. It has constantly been updated. They just don't talk about it much.

    Yoshi-P said in his recent address about the situation that one of the steps they took to prepare for Endwalker was to increase the concurrent player caps across all worlds from 5000 to 6500.
