It should be a fair way more than that. 5000 was the initial size and they've increased that multiple times since then, the first in 2015 I think?

Yoshi-P said in his recent address about the situation that one of the steps they took to prepare for Endwalker was to increase the concurrent player caps across all worlds from 5000 to 6500.
