i don't know if you did notice, they did take out the ogc true, but instead forbidden chakra and enlightnement are ogc, meditation is a gcd but the the other become ogc when full of chakra.
we didn't loose the ogcd they have changed of form, yes we do get less control on the burst... and some change are needed for make it more fluid. example of stuff that need to be changed:

- masterfull blitz: the fact that the blitz is a gcd feel weird and make the timer misaligne on big fight... put the blitz in ogc will solve this easily.

- perfect balance timer: if feel that the the timer of perfect balance is either too short or too long... we get in a perfect balance every 40 second, let's say you have 2 sec gcd you will get one nadi every 48 second. (3 skill + 1 blitz) and the big attack will come every 144 sec, even if you drop your buff at 120 sec... when with the skill you will be at 24 second of the big attack... since duration of buff is 15 second, we are 9 second short.
ok i know it's perfect timer but in all in all with each 120 sec cycle the trouble increase of 9 second... if the fight goes for more of 5-10 minutes the difference begin to be too big for be ignored.

- riddle of the wind: i'm conflicted by this one... they have notice we did loose dps with the change of the grease lightning since the increase of potency of the skill didn't affect the auto attack... but personally i feel this skill is....meh. dunno how to solve it but i feel something can be changed for make it more simpler and more interesting. (dont get me wrong i know it's an increase of dps, just i feel it's....Weird. plus we have 3 buff to pop at the same time if we want to maximise damage what can be complicate)

- anatman... seriously, can we do something about this? i means it was already a skill barely usefull in ShB and it didn't change with ED worst with the change to form shift... i get what they did wanted to give us... but can we have something really usefull most of the time not simply one time in some fight every 32 of each 4 years cycle.

by the way a solution for chakra overflow... allows us to stack 2 charge of forbidden chakra and enlightnement even if technically in terms of fluff i don't see how it's possible.
