Changes to Savage Loot Lock System

This idea would incentivize running solely with seven people who've cleared and make the game less social and reduce the availability of prog parties. Bad idea.

And the current system already does that. You know statics are made and people get gear funneled right? Still playing with 7 people. 5.5 when the tier was over. PF was dead alot. Unlocking loot helped revitalize it a bit.
