    Not "technically". It's against the ToS, but there are a bunch of other things against the ToS that are allowed. Looting a FC's coffers before leaving and Lootmaster scam parties aren't even against the ToS.

    GMs don't randomly pop into instances or watch players without reports. How could they with how many reports SE gets? If you think the player base is paranoid know, imagine if GMs could dish out penalties for profanity use among friends in private.

    How many got in trouble for BLU or Eureka glitching? The cutscene skipping has been going on for at least 18 months

    Skipping with new players would be detrimental to their gameplay experience, but I imagine the party dropping because they didn't get the right duty would also be bad for their experience. Difference is most seem to be fine with the latter.

    There is no 30-day account suspension. Back when the max temp ban was 9 days the most anyone got for Ungarmax exploiting was 9 days.

    The requirements are completing the dungeon. Should groups that pull the entire dungeon and sac the tank for faster clears also be included in that group? What about players that joined shortly before the clear?

    The MSQ roulette dungeons aren't split out because of their being "the climax" but because of their format: eight players instead of the usual four in a dungeon, and lengthy cutscenes.

    The finales for the expansions don't have this format, so are grouped in a separate roulette.

    MSQ roulette isn't designed for "variety", it's designed so that those who do it know exactly what they're signing up for to earn those tomes.

    The difference between dropping out and disconnecting-to-skip is that one is permitted within the game, and one requires doing things "outside the game" (force-quitting the program or physically disconnecting your internet connection) that are beyond the programmers' ability to prevent. That doesn't mean they approve of it or wouldn't prevent it if they could, just that it isn't possible for them to control within the game's code.

    Choosing to leave the dungeon could be seen as rude, but it is something you are permitted to do via an in-game menu.
