On the account level thing, they have jumped up the levels based on the severeity of your offense. I've known people who've gotten hit by the 3 day suspension despite it being their first offense ever. It's up to the discretion of the one reviewing your case.

I've also known a friend who got hit by the 3 day offense for cutscene skipping despite not having said anything in chat log, there's more data server side they can reference in cases like these to know if you're doing it intentionally or not. Also it wouldn't matter if the whole group agreed to skip or not, they're technically breaking the ToS in case a GM might have been watchin in the instance. And if everyone - x agrees, you'd better hope the x decides to not file reports.

They can do it at their own risk, but if they end up in Mordion Gaol they only have themselves to blame, literally no one else.
