Then nobody playing WoW knows how WoW works- since the WoW forums have been complaining about gear RNG since Vanilla, and in particular about it being even more RNG, and the BiS from WQs/non-elite content TFs since TF was added. It's basically the most common complaint, and it's one shared by casuals and elites alike in the game.

From your comments, I'd have to question if you've ever played WoW as you seem to have no clue how the loot system works.

I cleared Heroic Jaina for about three months after a one month learning period this year- my ilvl going into this patch was 402 when the gear that drops from her raid is 400. That's about 12 weeks of 9 boss kills, plus a few more when progressing. Let's say about 120 boss kills- zero TFs from the raid. My only pieces that popped me above 400 were from WQ TFs, meaning my best gear was not from the heroic raid content, but from helping turtles crawl to the ocean.
