    Make it anymore complex, and you will see people playing a tank like a bot.
    Tanks could only be complex to the point where it allows you to pay an attention to other things in the game. Like managing your def CD's, positioning the mobs/boss, using support skills at the right time etc stuff.
    You will find a complexity with DPS, they could have more engaging rotations to play around, tanks cant afford the same level of engagement in one aspect of gameplay, they have to do much more than just pew pew from distance.
