They work the same way as ultimate skills do in mobs games, you activate them by pressing "R" and you do cool and powerful stuff.
I love to play warrior for that exact reason, when im pulling wall to wall in dungeon and activate inner release i just smash mobs around me, dealing biggest DPS in the party, it feels great.
When SE reworked Warrior a little and made changes to IR it was taken really well and they are taking similar approach to other tanks too, which i like a lot.

Ok, but what do you do for the next 80 seconds? After u've done that cool and powerful burst ability? You just do that boring eye-path rotation and hit like a wet noodle until IR is up again, the only thing you care about is not overcaping on rage which is a no-brainer already. The reason why pld's spam burst is more or less redeemable is cause you have 2 bursts: physical and magical(that holly spirit spam), and you juggle them in your rotation, and it feels busy, like you are doing something meaningful, when you are not spamming holly spirit. While warrior just feels like 1 trick pony now. You can say its fun and call it the ultimate ability, but i think its a pretty bad design if you can experience that fun only every 80 seconds while playing the job. idk, maybe it seems bad to me only because i've experience old warrior too, i can see why new people really enjoy it, but to me the job overall seems way less fun nowadays.
