    You could still go out and collect your "fun" skills whenever you want and actually que up with the duty finder to get some skills from your dungeons, while hunting in the open world, doing quests, etc...
    My issue is if it was possible for them to create a standard tool kit for Blu that would be usable for all forms of content, while still keeping the collectible / uniqueness that can be found while toying around with less then ideal or optimal spell selection. They probably would have done that from the start. Being as they did not I do believe it is safe to assume that it means we either have current BLU or full BLU. In an ideal world I would love to have both, and maybe for 6.0 they might just do that, I am not holding my breath.

    Also for me personally if the job still has the collectible aspect with the large spell pool to play around with I will be happy and does not even have to be called BLU, they could rename BLU to monster log idk and if that was everything that current BLU is I would be happy since I do not care about class identity. SE messed up referring to it as a job and even more so calling it BLU, problem is they did. Let us say their data supports that BLU was a massive failure and a complete rework must be done. No way said rework to make it a full job will happen during any part of 5.0, what they might to do mess around with the numbers to make them better at soloing higher end contact their level range or make it easier to get abilities. Your best bet is to wait till 6.0, and even then if it because a full job those that enjoy current blu will be screwed since it would be far too much effort to keep both.
