    Pretty sure they meant when there is no bonus for someone being new to the duty, thus nobody new to it in that run.

    The way they say it the meaning can be either way.

    In any event if they don't like to wait they are free to run any of the other Roulettes. I will continue running it every day that I have time. It is a non-stress duty for leveling my tanking classes. And the Poetics are nice for all of my relics I am working on.
