I find louisoix to be very friendly. Myself a few of my fc companions were in costa del sol having fun with minions and mounts not long ago and we got a bit of a group going with strangers. It was like a mount/minion flash mob and I'm sure some even came for the fun/sight after word got out.
I think just to echo, if you see someone running around and they stop, say hi. It's how I got recruited into the fc I'm in (leader saw me running around without an affiliation and sent a tell) it's how you can guarantee someone is "at home" and not afk.
Even f someone is on the forum say hi to your fellow forumer.
Point is if you're looking you gotta put int he effort. We aren't mind readers and don't know you're looking for a friend in game if you don't say or /tell lol
