Is Tenacity working as intended?

I think this is bugged, it does not make sense that they would add this in this state since it was to get rid of parry and be beneficial stat that is unique to tanks etc.

Knowing SE, they probably didn't even expect people to go and look "how much" it increased the stuff it is said to increase. They're trying to hide that sort of stuff after all.
According to the stat weights at the time, most of the i280 Diadem weapons needed around 100 of "any" useful secondary (Read: Anything not piety or parry) to pull even with the Anima and Yoshida went ahead in an interview to tell people they are just plain worse.

Pretty sure they figured just telling people:"Hey, this new thing not only makes you harder to kill, it also increases your damage, YOUr DAMAGE! The thing you've always been after! Isn't that cool? Hey, are you listening?!"
would suffice.

And people were like "oh you need to listen to what he said in context". I heard what he said and I agreed with him on the RNG aspect. That still doesn't mean that i280 weapons > i275 weapons. Like, he literally said strongest instead saying it's your best bet or something.
