Is Tenacity working as intended?

Redditer said in his own post he didn't control well for parameters (actually completely failed in understanding the healing component), didn't mention if he controlled the individual stat variables, and had a grand total sample size of 150 to test all 3 components of Tenacity.

Why is anyone taking this srs? Do some real testing (dun it already).

What I wonder is why SE don't give us enough info right away like many other MMO's.

Better than parry. Did you think they were going to add a second version of Determination just for tanks? They probably saw how people complained how bad parry was so they added a stat that isn't that strong yet still has some proactive benefit compared to parry. If DET was already kind of weak, why would people expect Tenacity to be stronger?
