I will point out, Right now that TWO of the Released ToolTips say that Divine Benision uses All Lily Stacks (The skill it self and Secret of the Lilies...which reduces the CD...to at most i think we've said 60s skills will be down to 48s with 3 lilies)

Actually only one of the tooltips suggest that you MUST have a lily in order to activate Divine Bension, and that's Divine Bension own tooltip. However The Lily Trait tooltip just tells you which skills consume lilies upon execution. By your logic though, if you read lily tooltip as meaning "lilies are required in order to execute: ", then consistently you'd have to add to your list of skills that require a lily to activate: Assize, Asylum, & Tetragrammon....
