I think it's pretty safe to say SE hates whm.

Both Cure and Cure II have gained 50 potency.

The combination of PoM and Thin Air is going to be both potent and versatile.

Assize has kept it's dual potency and has had it's cooldown reduced to 60 seconds before we start chipping away at it with the lilly mechanics and cure procs.

I get the impression PI is an answer to Synastry rather than a group healing tool though, handy if you're splitting your cures across both tanks, but I assume it's going to have 0 potency without any confession stacks.

It might not be the buff that some people wanted, but whm did pretty well IMO.

On a side note, AST also received similar throughput buffs once you dig further into things, both Sects add 15% to healing potency instead of the cast/recast buff on Diurnal now. Aspected Benefic under noct stance is changed to a 200 potency cure but with a 300% modifier for the bubble. They lost ground vs WHM and SCH in nuking power though, with them now having the smallest nuke which is likely to offset the dps gain from lord cards.

Oh and balance is still 20% as of the media event.

Not only that, but we've been given an RNG-dependent 60-second cooldown version in its place.

You don't need Lillies to cast the new WHM bubble. It's purely a CD reduction mechanic that's shared between Tetra, Assize, Asylum and Benison. *edit* shown to be incorrect, oops!
