People in general expect far too much from random grouping.
In JP servers, players use duty finder to farm and pf for learning parties. Since the general quality of player-base in JP is higher overall, you'll get access to more players that perform well from all the servers in the data center rather than just limiting to one server in PF. Much more efficient.
