What's more compelling to a new player when they ask about that exclusive item? When you tell them about the event you participated in to get it, what you enjoyed about it, maybe what you didn't, when you saw someone make a fool of themselves trying to do X, and the festivities that got you that gear, or, "It's an item in the cash shop, buy it." The new player should see events as something to look forward to to obtain exclusive gear, not a passing event to grab a piece of gear for free before SE starts charging for it.
But this enforces your own personal experience onto others. Your enjoyment of the event is not diminished because I had to purchase the content via Mogstation. While I may well fancy partaking in it myself, I appreciate they aren't going to necessarily rerun old content. It would be nice if they did, but c'est la vie. Instead, new players are left with being unable to get the items or participate in the event. At least making them purchasable is meeting somewhere in the middle.
