Wearing revealing clothes is a choice. If you choose to wear conservative clothing, that's your right. If you choose to wear revealing clothing, that's also your right - but then it's also everyone else's right to look at you and enjoy what they see (or not). Wearing revealing clothes but not wanting to be looked at seems like a rather contradictory thing to do.
In any case, people do "deserve" to look at you if they so desire, at least I'm not aware of any law that prohibits anybody from looking at things or people.
