Let us not forget hard mode primals go to 50% echo. Coil stops at 20%. They want it to be tougher and they want hard primals to be easy. Their intentions are clear using the degree of echo as a measuring stick.

It's not an assumption. I'm watching how they choose to nerf the content and to what degree. If they wanted face roll difficulty we'd have 50% echo and a minor change to turn 2's paralysis wouldn't have been the only tweak they made to the mechanics. It's not that hard to see that they still expect a minor degree of difficulty. This game will never cater to the lowest possible common denominator.
