What's wring with using it to discriminate? Would you invite a 4.5k HP tank to Turn 5? So why is it okay to invite a 150 DPS player?
Whether or not discriminating is bad or good is not up to us to decide. Perhaps something like this would cause more bad, than good, which I believe is what the developers think.

When discussing possible content I like to look at it from multiple angles to fully judge the possible outcomes. "How would this feature perform there, or there? Will it cause more good than bad for the community as a whole? Does it please the majority?" Things like that.

Also, frankly, I agree the DPS Tool would be extremely useful and would feed my curiosity. But do we NEED it to overcome the mechanics in this games battle system? I don't think so.

We should freely be allowed to discriminate about who we party with - some people don't want "jerks", some people don't want bad dps, some people don't want impatient people, etc etc. If you dislike someone's standards, don't play with them.

And often you do - DPS checks are often the harshest part of this game. You could throw yourself at T8 forever only to find that someone is doing 200 DPS and as such you will never win without a miracle, for instance.

no do don't harrass people if you don't want to party them take the penalty the person you don't want to play with has done nothing wrong.

if you're in pf leave dungeon kick the player but do not harass them.

Harassment is not the same as discrimination.

Discrimination = "Please know the fight, please do good DPS"
Harassment = "lol look at that guy's gear, let's send him some obnoxious /tells"
