Foe Requiem is the largest DPS increase in the game at the moment. A BRD BRD BLM DRG party with BRDs rotating FR will collectively parse higher than any other party setup in the game right now all things being equal. Furthermore, what are your alternatives? Mage's Ballad is a niche spell that, outside of Turn 2 and higher in Bahamut's Coil, is hardly necessary. Even then, most of its uses come in between fights while running around between pulls to regen MP during combat. Army's Paeon is entirely unnecessary in the aforementioned setup and is completely outclassed by FR regardless if there is at least one source of magic damage in your group.
