Like Arcell and I and others have brought up... All SE has to do is balance out the lockout times and tokens per run ratio alongside appropriate token cost per gear to extend the life of content while preventing content from being spammable.

This kils two birds with one stone:

1) prevents hardcore players from spamming content and getting all gears one month after new patch, thanks to the lock out timers.

2) rewards players for hard work, effort and persistence over time by allowing them to purchase the gear via tokens.

You are right when you think that less time will be spent getting gear in that you will have to do less runs on average to get that gear IF you do so by purchasing via tokens. But the time it takes to obtain those tokens might be as long if not longer than it currently takes to get full darklight gear.

EX: Future - Full Dimlight Set: 6 months spent doing 4 runs per week = 16 runs per months = 74 runs
Current - Full Darklight Set: 2 months spent doing 50 runs per week = 200 runs per month = 400 runs (probly exagerated)
