Should goblins be aggressive?

Explain why the HNM and his minions are aggressive? Oh what you're going to say some bullshit like "that doesn't count"? But I thought every goblin is passive, since their entire tribe is fucking hippies. Amiryte?

There can be Goblin bandits or whatever, similarly to how there are hyur/roe/miqo'te bandits, but overall they're pretty calm.
