I really think the fact they are unrealistically hard by gaming dynamics right now.. I would vote no.. even in a full party mobs of level 90+ are out of reach
Leveling my jobs outside San d'oria in West Ronfaure avoiding all the Orcish and Goblins till I got high enough to kill them and make good money off the corpse XD And this act of killing and pillaging was never shown any form of distastes but encouraged!I mean who didn't love to hate goblins in FFXI? Everytime you saw one, you were overcome by dread and hatred. But, in FFXIV they are no more than scenery. Kinda disappointing. I'd love if Dalamud does something to the goblins in ARR that make them creatures to be feared and hated again.
Their lore already instates that they're not an aggressive tribe. Making them an aggressive tribe would go against that. There can be Goblin bandits or whatever, similarly to how there are hyur/roe/miqo'te bandits, but overall they're pretty calm.
But hey who gives a shit about lore so long as I get my fix of nostalgia, am I right?
Don't see how it would make sense for them to be universally aggressive. It's not like with the other beastman tribes who are nominally at war with the city-states; they are actually on friendly trading terms, just like the Qiqirn and Sylphs. Now, I wouldn't see any issues with select types of Goblins being aggressive, or having them be aggressive the further away from established city-state zones one travels. But universally aggressive? Nope, just doesn't fit.
As a slightly tangential issue, I think it would be kind of fun if they added a behavior to Goblins when fighting. Randomly when in combat, if their hp goes to 10% or so, battle stops and they try to bribe their way out of the fight, offering gil or items in exchange for sparing their life.
