At the time, those outfits weren't publicly available in the game. So a player having them wasn't possible without mods.
Which means yes, that billboard has modded gameplay on it.
I did edit the post once I noticed, and yes it has modified gameplay, my point is that they probably cared far, far more about the use of a registered trademark and less about the fact it used mods, seeing as the Billboard situation was more than 3 years ago.

I feel like many people don't really understand this isn't about SE being in the right.
There will be a new mare sooner or later, so taking it down has no other effect than getting more people mad at SE and Dawntrail, it's just a bad decision, doesn't change anything if it's against the TOS or not.

Let's apply that to real life and you will see how wrong it is.
Just because it's not serious don't make it okay to just say what you said. At best, they should be happy to have been able to do what they did for so long when they were told not to, and also a little blaming themselves to have promoted their "against the TOS behavior" about everywhere, even in the game itself.
And when I'm saying it's not serious, FFXIV is on many list of "game not recommanded for minor" or "online game that isn't safe for minor" and it's not for the few sexual references, the few bikini or slightly sexy gear of the game.
And I'm convinced that the impact will be minimal. The vast majority of Mare users won't stop playing because of that, because the vast majority wasn't using "that much" mods and those who will weren't people active outside their own circles.
