Honestly, it's starting to feel like you're missing the point on purpose.
I have astigmatism. I got a driver's license since I was 26, when I got my own car.
I use glasses, and yes I do not drive without them for my own safety and that of the people around me.

You're not asking to hitch a ride here, you are basically going to the government to complain that you have to take the bus and thus take a longer time to get from point A to point B,

You argue that it is unfair that you cannot move as fast as people with their own cars, so you demand faster transportation, or that they accommodate to send you a car to your house to be able to reach point B in the same amount of time as the rest of the people because it is not your fault that you decided not to drive (or are somehow unable to, astigmatism is not an excuse not to drive).
