To be honest, they could fix frontlines several times over if they did have an RNG thing where people on the lowest scoring team get a super LB or something that can completely crush the other team into powder even if they are stacked. So much as becoming a godzilla monster and just running around crushing everyone would be worth a laugh at the very least.
No need for going into crazy solutions like that, they could already start experimenting by increasing tactical points scored for the 3rd team and decreasing them for the 1st team.
Could also try and increase tactical points earned when downing battle highs, proportionally to the rating (like +1 pt for BH1,... +5 points for BH5).
Players already lose/gain double the points when they kill/die as a BH5. Your LB recharge rate also changes depending on what position your team is at. Your LB recharges a quarter slower while you are first, and charges a quarter faster if you are last. However, I suppose that the healing and damage benefits granted by BHV (+50%/+50%) often end up nullifying the above measures, due to how much more easy it is for BHV to live and kill. If you kill a BHV, their team simply has to kill 2 of yours to make up for it, which they would easily do. The extra limit breaks the third place team get also often become useless too due to the BHV's extra survivability/ or your team's lack of coordination.
This is to say that some of the suggestions here are already in place, but due to the way that Frontline matches play out, they usually do not make a meaningful difference in their current form.

We had something like this back then. An additional 5 points to shutting down a battle high player and an additional 10 points to shutting down a battle fever player back when it existed at that time. People complained about last hit kills and how awful it felt to lose it your battle high status entirely upon death, and in response we got what we currently have. I can only guess that they snatched away the ability to earn the extra points in order to compensate with how easy it is to keep a battle high once you got it (assuming you're at least BH2).
I would love for that to come back over the LB recharge system that we have. Easy comeback, may incentivize the other 2 losing teams to start sandwiching the winning team instead of fighting for scraps with who gets to be 2nd best. That's up to the community though. I'm just here to watch.
I think the most fundamental change would be the general modifiers applied to team placement on tactical points, in the same vein than LB charge rate, etc.
Points on BH kills is technically a minor detail/gimmick in comparison.
And while I'm also firmly opposed to nerfing the effect of BH on healing (healer roles need it), I don't see why recuperate has to be affected by it though.
