Not really. If the queuing the Alliance roulette required having all the raids unlocked and for players to meet the ilvl requirement for the highest level applicable raid they wouldn't be able to cheat the matchmaking like they have been to get CT for the bonus roulette exp. The people needing CT raids for progression can just queue the specific raid manually as the reduction in queue manipulation should fill raids for those people faster. We'd also probably see a reduction in the queue cheating if they'd reduce the sync'd ilvl down to what the max available ilvl was at the time each raid was launching. The CT spammers probably would stop wanting CT if they actually had to do all the mechanics.
