See, the only reason that was happening, was because Praetorium gave nearly a Whole Level of EXP, for doing nearly nothing.
Meanwhile Castrum, asked you to be more engaged, and you get barely half of what Praetorium gave you. You can argue "Oh you can do this stuff and get all that Exp" But the counter is "Yeah sure, but if I did all of that AND got Prae instead of Castrum, I could get nearly 2 levels instead of just 1"

Castrum had no incentive to run it for people trying to grind out levels. Sure its better for Tomes, but not Exp.
The best way they could have Balanced this so both get played, is if they BUFFED the Castrum MSQ Dungeon. Less people would have complained I think, if Both Dungeons were rewarding and worth your time.
