The cafe was started a year ago in 6.0 and it was already apparent back then it was going to be used for some quest chain to gather up the aliens since it looked expandable and at the end of its quest chain at the time, populated the area with an extra alien and an NPC gave us information on them.

The whole point of it was to be a neutral zone for the Omicrons to learn from other civilizations from the Dead Ends and across Ultima Thule as a part of the new directive you gave them in their dungeon unlock quest. The cafe itself was generated by Meteion in the MSQ as part of a world that was dead before she got there and the Omicrons were like "well this is here, so we might as well use it". It came out 10 months ahead of beast tribe quests and there's not really a point of not using it.

The things you learn when you pay attention and don't skip cutscenes.


But again, this isn't exactly the weirdest concept for a tribal questline. No one had issues when we were going to build a real-world tank factory/brewery for the Dwarves. Or expanded the facilities of the lowest-ranked and laziest segment of Kobold society. Or of all the buildings that could have had real use, we helped the Moogles rebuild a plaza that symbolizes the Ishgardians and the dragons being friends and cover it in pink Moogle pom-poms.
