I'm not sure if I understand your logic entirely. The patch notes have them buffing PLD and WAR. There's no reason they couldn't give potency buffs to other classes as well, even as a temporary band-aid -- I did not advocate for wholesale job changes.I'd assume that wouldn't happen mid-patch like this. They tend to reserve large-scale changes for expansion changes. Even jobs that need a lot of attention are changed on a mid patch, not during patch cycles (idk how to describe this and I'm sleepy, but basically it won't be in 6.21. You're luckier if they address any job's design or balance issues in major patches like 6.20 or 6.30).
Besides, Square acknowledging anything like that? What world do you live in?

No, one thing is them adjusting small potency buffs to bring them up or down an established line. They do this every time. This often doesn't fix balance, it just makes jobs a bit more viable when clearing content. Rarely ever do potency increases fix balance. If they did, then Summoner DoT changes back in Stormblood would have had actual impact.
To adjust balance at the level people in the forums ask for, you'd need something a bit larger than potency changes. And that sort of thing requires more time and effort, because either it's the class's fundamental base (Ninjas having their mudras changed, Monks having an overhaul in Shadowbringers... was it shadowbringers? Or was it Stormblood, I can't remember now) or it requires some effects to be changed. And these would normally come in patches ending in .X0
Anything larger, well that WILL be something you'll only see in expansion drops. They never changed a class so hard as to redesign it from scratch mid-expansion.
So, yes, they did adjust PLD and WAR, but they're minute potency changes. Literally the easiest way for them to boost any job up or down, mess with their potencies and hope for the best. It won't address nor affect balance unless it's on a key skill. Which, given how tanks are performing, it will mean PLD and WAR will do more damage, but won't surpass the other two.
Keep in mind I say "like these forums want", because you could argue SMN or DNC are underperforming, and boosting their potencies might not really be what will actually alleviate the class's problems. Sometimes it's in the design itself or in the effects.
Edit: Wait. No. When did they change Searing Light again? Wasn't it mid-patch? Still, I'd say that one was obvious. Odds are Square just looked at the jobs and thought they were fine ¯\_(ツ)_/¯
